The purpose of this paper is to provide an overview of the ongoing negotiations being conducted at the World Trade Organization (WTO) on the subject of electronic commerce (e-commerce), taking into account the financial and resource-based, infrastructural and regulatory challenges of developing countries which impede their ability to actively participate in the development of these rules.
